The proposed project aims to realize a vision for having a beneficiary-focused, seamless, and cross-sector welfare service delivery to those in need through digitalized data linkages and collaborative intelligence. An initial set of technical and system groundwork with a small but diverse set of welfare services to design a scalable beneficiary-oriented welfare information sharing infrastructure. The Welfare Information Sharing Platform (WISP) is designed to facilitate seamless, secure, and scalable data sharing and integration across government bureaus, departments, external stakeholders (e.g., NGOs and hospitals), and organizations with varying IT capabilities. The platform will act as a centralized data exchange layer, enabling bi-directional data exchange to enhance welfare service delivery, decision-making, advanced case management, and data-driven insights. A beneficiary-focused anchoring system would link individuals with their households and all valid welfare services across government B/Ds & external stakeholders through the establishment of both Welfare Person Master Index (WPMI) and
Welfare Household Master Index (WHMI). Each of the 8 identified welfare service
delivery processes would be analyzed with corresponding sequence of data connectivity from underlying needs. A functional WISP prototype would be vital to enable colleagues from the Social Welfare Department (SWD) to visualize as early as possible what may be achieved through this WISP to gain and grow their buy-in.
