The proposed R&D work is to study developing a city management platform which is a set of AI-enabled proactive monitoring and predictive capabilities for support sustainable city management. The goal is to advise the government on how to build a scalable city management platform with AI-driven predictive capabilities to improve the efficiency of daily city operations and to enhance the effectiveness for the response in emergency public events via a study with a functional proof-of-concept system. The project would explore the integrated use of cross-domain city data of relevant government departments such as Open Data and Common Spatial Data Infrastructure Portal to build the capability of continuous monitoring of any anomaly leading to the uncovering of potential issues for further timely handling. The core R&D work is on making use of relevant government departments and Open Data’s multimodal data streams such as IoT sensing data and video imagery for monitoring any anomalies at data collection points. In addition, the digital city infrastructure such as highways, pipelines, and slopes surrounding housing estates provides a rich geo-spatial context to link up various types of data points to automatically gain a better insight into any potential issues, which may turn into major or hazardous incidents. The proposed R&D work is expected to be scalable to include more valuable government departments’ data, and advise relevant technologies as well as infrastructure design to strengthen the overall monitoring coverage to maintain healthy daily city operations.
