Associate Director (Business Analytics)

Port Community System (PCS)

Collaborate with the Transport and Logistics Bureau to drive the ongoing development of the PCS and its Value-Added Services (VAS), ensuring alignment with industry stakeholders and government policy objectives.
Engage with logistics industry stakeholders to solicit feedback, address concerns, and build consensus on system functionalities and VAS enhancements.
Work in close coordination with other policy bureaux to identify opportunities and resolve issues related to PCS development.
Monitor and manage the approved budget for PCS development, both internally and at the policy bureau level, to ensure compliance with government financial standards.
Maintain project momentum through a flexible yet disciplined approach, supported by strong governance and clear communication channels across teams.

IT System Modernization Strategy

Formulate and implement a comprehensive strategy to replace legacy systems with innovative IT solutions that enhance long-term sustainability and operational resilience.
Develop and execute a marketing strategy to effectively communicate the benefits of new IT systems to government departments and non-governmental organizations.
Serve as the principal liaison with multiple government departments to identify optimal solutions, ensuring modernization efforts are fully aligned with regulatory requirements.
Strengthen system sustainability and availability, reduce operational risks, and contribute to the advancement of government departments’ digital infrastructure.

Strategic Advisory on IT Projects

Provide expert IT input across multiple government and cross-boundary initiatives, facilitating the exploration and adoption of innovative technologies in logistics, trade, and cross-border delivery.
Advise on the Low-Altitude Economy initiative, contributing to digital infrastructure planning for drone operations and cross-boundary logistics.
Support the application of artificial intelligence in harmonizing the Commodity Description and Coding System for trade declarations, thereby improving accuracy and reducing reliance on manual processing.

We offer attractive remuneration package, a 5-day work week, group medical insurance coverage and a 2-year renewable contract to the right candidate.
