Project Title: HK-Zhuhai Trade Facilitation Platform

Abstract: The logistic and supply chain industry is one of the four major economic pillars in HK, with prime focus on the handling of transshipment cargoes in and out of the Mainland China. Nonetheless there has never been an electronic information platform established for connecting the HK industries directly with E-Ports in the Mainland. The industries have been trying to materialize such linkage but without success.

The “Belt and Road” and the “Big Bay Area” Initiatives are our Country’s strategic targets. Coupled with the HK-Zhuhai-Macau Bridge to be commissioning very shortly, it is a golden opportunity for HK to establish an information platform for realizing closer economic cooperation with the Mainland for further securing and developing HK as a global logistics and cargo hub.

As such, we propose to build an information service platform to connect the HK’s Industries with the Zhuhai E-Port (Zhuhai Electronic Port Management Ltd), which is a state-owed enterprise officially authorized by our Country to handle import and export trade declaration. The platform will benefit the importers, exporters and forwarders performing trades and logistics from China via HK to the markets of ASEAN and vice versa, with the vision extending to the Belt and Road markets and world-wide at large.

However, the major challenge in between is pertained to the multitude of complexity when dealing with individual customs for trade and logistics declaration. This project thus is set out to conduct research for methodologies to enable capturing of knowledge of the most involved (i) HS coding practices, (ii) specific declaration procedures/forms, (iii) declaration terminology translation across different customs. The implementation will adopt the latest AI technology and big data analytics to provide platform users the necessary tools to facilitate their information to deal with their customs declaration needs.
