Professor Chan was Dean of Business and Management in the Hong Kong University of Science and Technology (HKUST) before he was appointed Secretary for Financial Services and the Treasury in July 2007. Prior to joining the HKUST Business School in 1993, Professor Chan had spent nine years teaching at Ohio State University in the United States.
Professor Chan received his bachelor's degree in economics from Wesleyan University and his M.B.A. and Ph.D. in finance from the University of Chicago. He specialised in assets pricing, evaluation of trading strategies and market efficiency and has published numerous articles on these topics.
Before joining the Government, Professor Chan held a number of public service positions including Chairman of the Consumer Council, Director of the Hong Kong Futures Exchange, and Member of the Commission on Strategic Development, Commission on Poverty, the Exchange Fund Advisory Committee, the Hang Seng Index Advisory Committee, and the Hong Kong Council for Academic Accreditation. He was former President of the Asian Finance Association and President of Association of Asia Pacific Business Schools.

Bénédicte N. NOLENS

Ms Bénédicte N. Nolens is Senior Director and Head of Risk and Strategy (R&S) of the Hong Kong Securities and Futures Commission (SFC). Bénédicte joined the SFC in 2012 to establish a new, centralized unit, overseeing risk identification and related strategic planning.
During the course of 2015, Bénédicte was appointed as a member of the Financial Stability Board (FSB) Market Experts Group on Asset Management, as a member of the Hong Kong Financial Service and Treasury Bureau Fintech Steering Group, and also as the Vice Chair of the International Organization of Securities Commissions (IOSCO) Committee on Emerging Risks (CER), which issues an annual IOSCO Risk Outlook report. Starting March 2016, Bénédicte oversees the Fintech Contact Point of the SFC.
Before joining the SFC, Bénédicte was a Managing Director at Credit Suisse and an Executive Director at Goldman Sachs. Bénédicte holds an LLM and MBA (high honours), and was admitted to the New York State Bar in 1998. In January 2016, Bénédicte was a recipient of the China Daily Asian Women Leadership Awards at the Asia Financial Forum (AFF), recognizing women who are agents of change in their societies and role models in entrepreneurship, innovation, charity and the empowerment of women.

Shu-Pui Li is currently the Executive Director (Financial Infrastructure) of the Hong Kong Monetary Authority. His major responsibilities include:

development and promotion of the soft and hard financial infrastructure in Hong Kong, including payment and settlement systems, deposit protection scheme, the fintech facilitation office, investor and consumer education, enhanced competency framework for banking practitioners, and currency and note printing; and

Shu-Pui is a qualified Chartered Accountant (FCA) of the Institute of Chartered Accountant England & Wales, a qualified Chartered Information System Engineer (CEng), a certified Information Systems Auditor (CISA) and a member of the British Computer Society (MBCS). He has also obtained a Masters degree in research of computer graphics and a Bachelors (1st Class Hons) degree in Computing Science at the University of Manchester.

Mr Charles Mok, is the Legislative Councillor representing the Information Technology Functional Constituency. He has been serving the ICT industry for more than 20 years. He is currently the Vice Chairman of the Professional Commons, Honorary President of the Hong Kong Information Technology Federation and Founding Chairman of the Internet Society Hong Kong.
Mr Mok is active in public services with a view to upholding the core values of Hong Kong of which include democracy, liberty, human rights, rule of law and integrity, and is serving on various advisory bodies in the Hong Kong government, Hospital Authority, WKCDA, higher educational institutions, and etc.
Mr Mok graduated from Purdue University in the United States with his Bachelor and Master degrees of Science in Computer and Electrical Engineering.

Dr Gordon YEN

Prior to co-founding Radiant Venture Capital, Dr Gordon Yen had over 22 years of management experience, covering areas including business development, investment management, supply chain operations, corporate strategy, finance, and IT. He had also served on the Board of Directors of the Supply Chain Council Greater China Chapter, as well as the Board of Directors and Technology Committee of HKRITA, a government funded industry-focused research institutes in Hong Kong. He is currently an independent non-executive director of Hopewell Holdings Ltd. (SEHK: 0054), non-executive director of Fountain Set (Holdings) Ltd. (SEHK: 0420), Henan Province Committee member of the Chinese People’s Political Consultative Conference, and an Advisory Committee member of the Hong Kong Trade Development Council for Information & Communications Technology Services.
Dr Yen graduated magna cum laude from Boston University with a BS degree in Manufacturing Engineering and holds an MBA from McGill University and a DBA from the Hong Kong Polytechnic University.

Ms Renu BHATIA

Renu Bhatia is a Founding Partner of SuperCharger, a dedicated Fintech accelerator in Hong Kong. She is also Co-founder of Asia Fintech Angels and President of Prospect Ventures, an angel investment group based in Hong Kong.
She has extensive experience in investment banking, asset management and private investments, having worked at Goldman Sachs in New York and HSBC in Hong Kong. Renu is well versed in start ups having started ChinaMD, and Tancho Investments, a real estate company developing residential and commercial real-estate in Hokkaido, Japan. Renu is currently involved with several startups here in HK. Renu has an MBBS from the University of London and an MBA from Yale University.

Mr Nelson CHOW

Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010.
After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region. He holds a Bachelor of Science degree from the University of Auckland and a Master of Science degree from the Hong Kong University of Science and Technology.

Dr CD SHUM

As an Assistant Director of Research & Technology Development at the LSCM R&D Centre, Dr. Shum is leading the team to initiate new R&D directions and to develop core technological competencies in the logistics and supply chain industries. Areas of focus include Internet-of-Things (IoT) and RFID Technology; Location-based Service (LBS) Technology; Logistics and Supply Chain Analytics and Applications; and Financial Services & e-Commerce Technology. In one of the R&D projects involving e-Cheque, an electronic version of paper cheque, his team researches, enhances and applies the Blockchain technology to track the rightful ownership of an e-Cheque after its issuance.
Dr. Shum has extensive experience in the banking industry. He had been the Technology Team Manager of Shared Technology & Operation (APAC) at Chase Manhattan Bank. In one of the biggest data sharing initiative in the bank, his team architected and implemented the Reference Data Distribution Strategy to share data over 100 downstream Global Applications. He also served as the Technology Team Leader of Chief Investment Office (APAC) at JPMorgan Chase, during which his team was responsible for the implementation and operation of the Risk Management and P&L System.
Dr. Shum received his Ph.D. in Computer Science from UCLA. He started his career as the Principal Engineer at Teradata Corporation, a NASDA listed company that manufactured Massively Parallel Database Machine and offered Big Data Analytics to the banking, telecommunication and retail industries.

Mr Stanley Lee is the founder and Managing Director of Continental Global Service Limited. Continental, one of the logistics partners of eBay Hong Kong, mainly provides one-stop services to handle and transport commodities of eBay Hong Kong’s sellers to their buyers efficiently. Along the growth of overseas businesses, overseas warehouses were also established around the world, such as England, America, Australia, Taiwan and China, to speed up the progress of delivering. Also, Stanley had lead the company into receiving multiple awards such as PayPal Top Seller Growth Awards and eBay Best eTRS Awards, etc.
On the other hand, Mr. Stanley Lee has devoted himself in serving the E-commerce industry in Hong Kong. As the President of E-Commerce Association of Hong Kong, Stanley has been committing to assist the development and extension of the E-commerce industry in Hong Kong to reach out for more overseas users, through building up a promising image of high-quality services. In addition, he aims to increase related industries and general public’s understanding of the e-commerce industry. Mr Ken Lo is a Canadian entrepreneur with extensive experience in management consultancy and strategy execution. Ken has over 18 years’ experience in developing international sales and marketing strategies.
In 2013, he cofounded ANX International (ANX) with Dave Chapman and Hugh Madden. ANX is a FinTech company in Hong Kong that specializes in blockchain solutions. The company employs over 100 people and has scaled to become one of the biggest players in the industry, serving over 3 million customers in 50+ countries.
Prior to ANX, Ken has worked at BT Global Services, Verizon Business, Accenture, BMO Capital Markets, Fairfax Financial.
In May 2016, Ken was featured in Bloomberg, where he discussed the launch of ANX Blockchain Services, the world’s first free blockchain platform. He was also featured by Yahoo Finance to discuss unlocking the potential of blockchain technology in commercial applications across different industries.

Dr Hilton CHAN

Hilton is currently the Chairman and CEO, Eniac FinTech Limited, Hong Kong, and Dr. Hilton Chan Research and Consultancy Inc, Canada.
Between 2001 and 2005, he assisted a listed company to set up the Algo Finance Group and a Quant Finance Lab situated at the Hong Kong Science and Technology Parks.
He is also the expert in Computer Forensics for the Legal Aid Department and other law firms in Hong Kong.
In early 2016, he started a course in FinTech for the MBA class. He has been teaching Crisis Management (Executive Education Program) for the Business School and the Computer Forensics (MSc (IT) Program) for the Engineering School at HKUST since 2000. Between 2009 and 2013, he led the HKUST EMBA for Chinese Executives to participate in the Gobi Desert Challenge.
Hilton has been executive coach and consultant for various organizations in Canada, China, Hong Kong and Cambodia. His areas of interest are Business Strategy, Strategic use of Information, IT-Business Architectural Design for mission-critical operations, Business/Financial Intelligence and Data Analytics, Crisis and Operational (Risk) Management, Digital Investigation and Computer Forensics.
Between 1985 and 2008, he was serving in the Hong Kong Police Force. He set up the Technology Crime Unit and the Computer Forensics Lab. Involved in the corporate strategy planning and ICT system design, implementation and operations – criminal intelligence analysis system, crime trend and pattern analysis, HRM systems, etc. He was also commander in the field with solid operational experience using advance ICT.
Hilton is the founding and full member of the Information Security and Forensics Society (2000 – present), Chairman of the Information Security and Forensic Society (2007-2009), member of the Scientific Program Committee (Computer Forensics), IAFS 2005 (International Association of Forensics Science), Member of the Interdepartmental Working Group on Computer Crime (March 2000 - 2002), Board of Directors, the Society for the Policing of Cyberspace, Canada (2001-2004).

Andersen CHENG

Mr Andersen Cheng has been involved in cyber security and counter terrorism ventures for many years; achieving significant growth and exits for a number of high tech companies including TRL(sold to L-3 Communications) and Satamatics (sold to EMS/Honeywell). Prior to that, he was the COO of the Carlyle Group's European venture fund and the European Head of Corporate Development of LabMorgan, the e-finance unit of JP Morgan, where he was involved in the spinoffs and incubation of a number of trading and banking system ventures. As JP Morgan’s European Head of Credit Risk Management, he was involved in many system implementations and risk management projects connected to KYC/AML, credit risk, swap transactions and Y2K.
Andersen was a scholar of Imperial College London, from where he obtained his BSc in Civil Engineering and MSc in Management Science. He then qualified as a Chartered Accountant with Deloitte & Touche, specialising in computer security and audit.
